Tunisia: The dignity of man above the state

The American NGO Human Rights First held a press conference yesterday in Tunis, in partnership with the National Council for Liberties Association and "Insaf" on the tragic consequences of the use of torture.

This conference is in preparation at the international symposium being held today on the theme "Protecting public safety with out the use of torture." La Presse de Tunisie reports.

According to organizers, Tunisia was chosen to initiate this campaign that will encompass North Africa and West Africa, and this is in honor of the Revolution of 14-January.

Opening the work of this conference, Mr. Niel Hicks, president of Human Rights First, made a presentation on the circumstances and objectives of the creation of the organization he heads. Directed towards the protection of human rights, the organization is based in New York and Washington DC.

The first experiment began at  uantanamo Bay, south of Cuba. It brought together some senior retired officers of the armed forces and security forces to prevent the authorities and organizations active in protecting human rights to warn about the practices of torture and remember their disastrous consequences. An experiment that has succeeded so well that it has encouraged the leaders of this organization to cross the U.S. border, to
get a foothold in other parts of the world. "After the events of Sept. 11, and to fight against terrorism, the use of torture has been growing. However, it is forgotten, or perhaps it is not known, that torture is counterproductive and can always be worse. Hence the need to work towards its complete eradication for a dignified human life, "he noted.

For its part, the Senegalese General Lamine Cissé, former coordinator of the UN, said the security of a State can not be guaranteed in any way by the use of torture.

In the same vein, he noted that human rights remain above the state and it is for the latter to feed and meet the needs of ts citizens, especially the poorest among them, so protect them against all kinds of religious or dogmatic manipulation by terrorists and other troublemakers, the article conludes.

The United States has a highly developed justice system yet this failed to prevent the use of torture not only in Cuba but in Iraq with Abu Gharaib prison, and Bagram camp in Afhghanistan . The military and security services need to have a resolute rejection of torture in their culture. However it is not simple: President Bush sanctioned the use of torture against terrorists very openly justifying it because it could prevent incidents such as 9/11.There are moments when security services need to get terrorists to talk to save lives. Torture has to be rejected by all societies and institutions however faced with the evil of Al Qaeda civilisation itself is threatened .
