The position of Justice yesterday continues to be central in the differences between Ennahda and its allies in the Troika.

Yesterday was the day before the scheduled announcement of a new composition of the government, and rumours were rife. It is indeed a promise made by the President of the Government Hamadi Jebali, during his last press conference last Saturday to submit "in the coming days," a list of ministers for approval by the Constituent Assembly to the period that separates us from the next elections.
 
The Minister of Agriculture, who is a member of the Ennahdha party, yesterday confirmed the information saying that it will happen "in the next 24 hours." He added, however, that the revision should not exceed 3 days ...
 
On the CPR side, we do not hide a note of optimism. Hedi Ben Abbes told La Presse yesterday that there was agreement on the content of the program developed by the head of government, explaining that the program resumed the claims made by his party: strengthening security, the fight against corruption, development projects in poor areas ... additionally, he said, the issue of decision-making mechanisms, the neutrality of the administration and mosques, is to review the appointments of a collegiate ...
 
It remains to wait for the response regarding "final vows" that Hamadi Jebali asked the partners to submit  to the Troika.
 
There follows the dreaded question of ministerial posts. We know that there is a pressure fort Ennahdha to divest itself of two ministries: Foreign Affairs and Justice. The two allies of the majority party in the Troika converge on this point, although La Presse tends to attribute to CPR a fixation on the position of Foreign Affairs and Ettakatol on the Department of Justice. Speaking on behalf of that party, an official said that the requirements of  Ettakatol are doing well on both machines.

But he insisted on the symbolic significance of a change in the leadership of Justice: both at lawyers and judges from abroad, it would be a strong message to install an independent personality. For him, the pressure on the judiciary has become a subject so dominant that some believe that the situation was not worse under Ben Ali.
 
Indeed, if there is agreement on the fact that an agreement is acquired on the departure of Rafik Abdesselem, the bone of contention lies precisely around the Ministry of Justice. Asked yesterday on the phone, Walid Bennani, member of the executive of Ennahdha, confided that the last negotiations continued. "The members of Ennahdha do not see why they should give up some ministries, while the distribution took place on the basis of a program ... Why, says he, do other ministers remain them? If there is an evaluation, it must apply to all. The obligation to improve comes for everyone. "
 
On this point, it should be recalled, as the head of Ettakatol said that the departure of the Minister of Education is considered.

Which puts the affirmation of concessions in one direction.

It also understands, in another register, the current negotiations provide the arrival in the ruling coalition of a new party - Freedom and Dignity, led by Najib Hosni - and, in a more hypothetical way than the Democratic Alliance, Mohamed Hamdi. An Ennahdha party source suggests  it is assured as the sale of two ministries in favour of the first party city.
 
These provisions mean that, in all cases, the face of the ruling coalition will be more than what we have seen since the last election. But we are not immune to a ministerial crisis if turning his back on his former allies, Hamadi Jebali presented a list that ignores their demands ... "In the current situation, there is a risk that there is no majority ... argues the head of Ettakatol. All played with the meeting of the Shura: either it drives the point home,or it is back "... If it pushes the nail, the risk is, according to our interlocutor, we have a government management of business. An assumption that, according to him, is not zero: the head of government has little room to maneouver in the Shura and dreams of even throwing in the towel. Proof: "If he says that we need a maximum of foreign observers it suggests that he senses danger hovering over the terms of the next election and he does not assume responsibility for such an event! "
