After more than a year of revolts there are shifting changes in each country in the North African region and their international relations the article in the Carnegie Foundation notes notes.

Whilst there are confrontations between islamist and secular parties and islamist parties are on the rise, the Carnegie Foundation article advocates a concentration ontrying to help pressing economic problems given that most governments in the region are transitional and only have a short time in office.

It advocates giving priority to relieving unemploymen, not engaging in  direct confrontation over islamist and secular issues  such as women's rights but rather engage both sides in discussion giving technical advice and support and help with regulatory frameworks and financial aid.

International  human rights standards, the maintenance of existing treaty relationships, and the principle of peaceful settlement of international disputes, are the article suggests the bestway of ensuring stability so that bridges are built to entire societies.It advocates concentrating on helping the region with immediate economic issues, including presumably, women's rights and the fact that women make up half the working population.

It says that the EU should review its protectionist policies for the region.Infact the US,EU and other countries are following the path the Carnegie Foundation advocates,particularly in Tunisia but the government  has only weak administrative capabilities  and may run out of time before the frustration of the unemployed erupts in what may turn out to be a second revolution as President Marzouki feared in his recent  interview with Al Jazeera.

The same is true for Egypt and Libya.Unemployment is the overriding issue in Algeria and Morocco as well.The clash between salafist extremists and secular members of society is a serious issue and moderate islamist governments need to be encouraged to uphold individual rights to ensure a stable and functioning society which does not distract its people from the major economic issues confronting them.
