Public-private partnership:The digital economy a priority

Tunisia has a well established internet structure and students benefit from this at an early stage in their studies. An initiative to promote graduate employment through public private partnerships for the digital economy is therefore very welcome . Tunisia has some 800,000 unemployed of which 200,000 are graduates.

Tunisian universities and colleges are be  placing every year on the job market a lot of skills. Among the graduates of higher education, many remain unemployed while others prefer to emigrate abroad to work in enterprises for contract work

Tunisian companies also recruit some of these graduates. Private initiative is slow to recruit graduates despite the encouragement and incentives  provided. The problem of funding prevents some young people set up their projects although some banks - as the Tunisian Solidarity Bank and the Bank for Finance for small and medium enterprises (SMEs) -  allowing repayment of loans over a longer period of time.

Attracting domestic and foreign investment for the projects and innovative value-added remains a constant concern of the State which has implemented a raft of measures to help developers take the initiative.

The marketing strategy is set to showcase the destination of Tunisia as a location for high value added activities. Several sectors are targeted as well as transport,services and other out-sourcing. Moreover, the studies developed in this direction have shown that the area in question may  create 15,000 employment positions per year to graduates of higher education.

A national program to attract investors interested in these promising activities was established to upgrade the skills of job seekers who are entitled, prior to training leading to an endorsement of their skills.  A Certification - recognized internationally - for languages ​​and information technology and communication. Learners benefit from a guarantee of employment  in the sectors targeted as part of the check of formation, and this is in collaboration with professional associations. The state  supports the training cost and the subsidy given to job seekers as part of that program.

In addition, the partnership between public and private sectors will be strengthened to boost employment and create businesses in different regions under a law relating to partnership of all sectors and on the basis of simplified procedures.

 Within this framework, six pilot projects will be realized through the public-private partnership to recruit nearly 1,200  graduates of higher education. It is a first step in starting a business in the digital economy.

This program will be further developed to target several other projects. Fifteen projects are already programmed into the digital economy and relate, inter alia, the creation of an information system for the benefit of travelers on transportation  and in the station, which will create 100 posts employment and install 10 companies in the regions.

The other project concerns the establishment of a geographic information system for the rail. The six regional companies being set up in this area  should allow the creation of 90 jobs.

Another major project within the scope of public-private partnership deals with the digitization of writing (Raed) Pisa to be supported by six firms employing 300 people. Even heritage tourism in the regions will be scanned as part of regional projects generating nearly 200 jobs. The digitization of books by scientists agricultural businesses provides the opportunity  for 300 people to join the world of work. Regional companies will be created for the updating and revision of agricultural  digital card system, which will require the creation of approximately 200 employment positions. Other partnership projects will be identified on the basis of new legislation.

Much emphasis has been put on taining students to be entrepreneurs and to start their own business,notably the US with the  BNP Napeo i nitiative which seeks to encourage entrepreneurs and to provide them with the necessary loans and skills  to get started. It is clear that state enterprises and the public sector cannot provide sufficient jobs and the private sector is relatively young. Graduates may have to start with semi skilled jobs.It is imporatnt for them to realise that unemployment is now a global crisis due to the recession.
