The Chiefs of Staff of ECOWAS have refined their response plan for a UN mandate. Meanwhile, new combat helicopters were delivered in Bamako, which could soon receive other weapons blocked by West African organization pending the formation of a national unity government.

The situation should be clarified as regards more arms and equipment  shipments after the announcement of a National Unity Government which ECOWAS had demanded and which is expected shortly. The UN Security Council still has to approve the deployment of ECOWAS troops to Mali and requested further details and an action plan for the proposed force. ECOWAS Chiefs of Staff have been working on this revised plan for UN Security Council approval over the last two days. The Malian army needs training and new equipment which will take time.
