Mali: renewed efforts for a UN proposal

The African Union(AU) and ECOWAS are reported to be working with Mali and France, to develop a more ambitious draft resolution which will shortly be presented to the UN Security Council.

A number of factors need to be taken into account ; the return to constitutional order, the dissolution of the  Malian
junta,  and  a dialogue towards resolving the crisis in the North, or the fight against terrorism drugs and weapons smuggling and kidnapping Europeans for ransom. If these negotiation fail, the text could support the use of force, according to Jeune Afrique.

 Burkina Faso’s Minister of Foreign Affairs Djibril Bassole on visit to Algeria as part of mediation efforts by Economic Community of West African States (ECOWAS) for Mali agreed with the Algerians to pursue the political dialogue following a meeting with Algerian Minister for Maghreb and African Affairs Abdelkader Messahel. The military option was not ruled out. Stressing a theme that has been reiterated by Afrtican heads of state regarding the crisis he said that constant consultation with Algeria was " absolutely necessary" and "Algeria is a neighbour country of Mali and its views can help us a lot," he added, APS reported.

Earlier Chairman of African Union Commission Jean Ping paid tribute to Algeria "I would like to pay glowing tribute to Algeria and its intelligence services for its role in preserving security on our continent," Ping said at the opening of 9th session of Committee of Intelligence and Security Services of Africa (CISSA), APS reported.

"Algeria has always stood firmly against terrorism inside as well as outside its territory," he said, underlining "Algeria’s unfailing commitment and constant fight against hostage takers, ransomers, human trafficking and terrorists."

This contrasted with Niger's Foreign Minister  Mohamed Bazoum's call  earlier in the month he : "We are waiting for Algeria to wake up."   Niger's President Mahamadou Issoufou and  President Yayi Boni of Benin  chairman of the African Union,(AU) called for UN Security Council support for an AU and Ecowas intervention force in Mali. The Security council aske for more details and tehse may now beforthcoming so the the UN Security Council can give its endorsement and legal saction for the measures proposed.Mali's allies including the USA and the EU will then be able to supply logistical and intellegence support as well as funding. Direct intervention by outside forces is not on the cards.

General, Salah Ahmed Gaid, Chief of Staff of the National Popular Army (NAP) said at the Joint Military Academy Cherchell  on the important announcement of promotions for  year 2011-2012, that the NAP needed to be the
security shield  which protects  Algeria " at all times and under all circumstances".

He also said that  this" requires that special attention be given to further tighten the noose against the remnants of terrorist groups and their associates to track bands of organized crime and smuggling, while taking account of the events at  this crucial and highly sensitive juncture for our regional environment, particularly the Sahel and
Saharan Africa, " APS reported.

Whilst speeches like this are expected on the NPA's anniversary there was also perhaps a sense of the Army
and the Algerian state readying itself for the challenges to come.
