Libya’s assembly elects Mustafa Abu Shagur as Prime Minister

Members of Libya's national assembly have elected Deputy Prime Minister Mustafa Abu Shagur as the country's next prime minister.In a run-off vote he narrowly beat Mahmoud Jibril - who served as interim PM following the uprising against Col Muammar Gaddafi last year by 96 votes two more than Mr Jibril.

Mr Shagur is a respected optical engineer with a long history of opposition to Gaddafi.Mr Shagur studied at the University of Tripoli before moving to the US, where he earned a PhD and worked as an academic and optical engineer.He returned in 2011 to become an adviser to the National Transitional Council, which was formed during the revolt that ousted Gaddafi.Last November, he was appointed deputy to Prime Minister Abdurrahim al-Keib.
 
Mahmoud Jibril won in the first round by 86 votes as against  Mustafa Abushagur with 55 and  Awad Barasi with 41 votes. However in the run off Mustafa Abushagur won by 96 votes against Mahmoud Jibril's 94 votes.Mr Shagur's victory was in part due to the support of deputies from the Muslim Brotherhoods' Justice and Construction Party, AFP news agency says.

The Libya Herald writes that The contest shows yet again the rejection of the Muslim Brotherhood. As in the July elections when the Justice and Construction party won less than half the seats of Jibril’s National Forces Alliance (and even less of the popular vote), today’s vote for prime minister had it again winning less than half the votes that went to Jibril.
 
Mustafa Abu Shagar's election as Prime Minister comes a day after the killing of the US Ambassador Christopher Stevens. He promised to make security a priority. He is expected to take over next month. He now has to draw up a cabinet and present it to the General National Congress for approval.  This will take another two weeks.
