Libya’s NTC hands over power to General National Congress

Mustapha Abdul Jalil the National Transitional Council leader handed over power to the General National Congress on Wednesday evening. The oldest member of the 200 seat legislative assembly Mohammed Ali Salim , accepted the transfer of power.

The NTC has been dissolved and Mustapha Abdul Jalil has resigned from his position. He admitted that the NTC had failed to resolve security issues and to disar  the militias. He said that the NTC governed in "exceptional times "  but hailed the peaceful transfer of power.The General National Congress has to meet to elect a President and two Vice Presidents.

The 200-member assembly will later appoint a government, which  will rule until new elections in 18 months time following the drafting of a new constitution.
 

Out of the 80 seats reserved for parties, the secular National Forces Alliance, led by ex-interim Prime Minister Mahmoud Jibril - gained 39 seats, more than any other grouping.
