Launch of negotiations on EU-Morocco agreement

Morocco and the European Union (EU) haveagreed to launch negotiations on a thorough and complete free trade agreement(CAFTA).

This was announced on Friday in Rabat by the President of the European Commission, José Manuel Barroso.

"This agreement, which will ensure greater integration of the Moroccan economy in the European single market, will contribute to the deepening of our relations in the interest of our citizens, our people and our societies," said Mr Barroso during a joint press conference with the head of government Abdelilah Benkirane.

"We will all benefit from this new framework a more dynamic and competitive give better access to the market side, improve the business environment so that it becomes more predictable and stable and laid the foundations of a future common economic space between Europe and Morocco, "he added.

The main objective of CAFTA is to facilitate the gradual integration of the Moroccan economy in the internal market of the EU. The CAFTA, which will be part of the Association Agreement EU-Morocco, covering a full range of regulatory areas of common interest, such as trade facilitation, technical barriers to trade, sanitary and phytosanitary measures, the investment protection, public procurement and competition policy.

In the short and medium terms, CAFTA should identify priorities for regulatory alignment with the acquis on the basis of mutual interests and should also contain provisions dynamic paving the way for a reconciliation additional regulatory longer term.

The European Commission announced last November that negotiations on a EU-Morocco free trade agreement thorough and complete will be launched soon, and after + scoping exercise to measure the scope and level of ambition a future free trade agreement with Morocco has been finalized +.

She also stated that the findings of the scoping exercise revealed that Morocco was ready to negotiate an agreement for the establishment of a free trade zone thorough and complete.

This review has been confirmed on 23 of the same month by the Trade Policy Committee, which is a high-level group appointed by the Council under the treaties to assist the European Commission in the negotiation of agreements with third countries or international organisations.

The European Council had authorised in December 2011, the opening of negotiations on a  thorough and complete free trade agreement with Morocco, Egypt, Jordan and Tunisia  and adopted negotiating directives in this regard. He said, however, that negotiations would be initiated after consultation of the Committee on Trade Policy, on the basis of a report by the European Commission.

Through the establishment of free trade zones with partner countries in the southern Mediterranean, the EU aims to upgrade agreements for the Euro-Mediterranean area to improve market access and stimulate economic reforms in these countries.
