Rabat - The official visit by King Juan Carlos of Spain to Morocco and the political situation entailed by the Istiqlal party ministers' withdrawal from the government are the major highlights of editorials published this July 16, 2013.

Le Soir considers that the economic crisis in Spain and the political crisis in Morocco are giving a particular extent to this visit, noting that Spain has a leading part to play in the sterile conflict opposing Morocco and Algeria.

"We have a small window, opened by this visit, to obtain that Madrid commits firmly to the settlement of this conflict and maintain its constant position", the editorialist writes.

Recalling that the two countries agree on such important issues as the neighbourhood policy and economic integration, the editorial notes that other topics such as migration flows management and negotiations on fisheries and agriculture agreements will help to assess each party's commitment to build a future that is more beneficial to the two parties.

+Akhbar Al Yaoum Al Maghribia+ underlines that the sky of Morocco-Spain relations has never been clearer, recalling that the economic crisis has pushed Spain to seek some oxygen in Morocco and in Africa, at large.

In a few months, Spain has replaced France as Morocco's first trade partner, the editorialist points out, insisting that it is only natural that the Spanish try to consolidate their relations and promote trade with Morocco, Africa's largest market for Spanish products and the country that knows best its language, history and people.

For +Attajdid+, reinforcement of strategic ties between the two Mediterranean countries will contribute to protect bilateral links and set up mechanisms likely to reinforce understanding and concord in political, economic and security fields and go beyond the stage of evaluating relations by the volume of trade exchanges and the trade balance.

The editorialist who argues that Morocco has gained some political points since the arrival of Rajoy (Spanish rightist prime minister), goes on that Spain did not adhere to the US attempt to extend the mandate of the UN Sahara mission to human rights monitoring and has contributed to rescinding this proposal.

However, Attajdid's editorialist points out that the trade remains beneficial to Spain with a 30pc increase in its exports to Morocco and a 4pc decline of its imports from Morocco. On the political situation in Morocco after the withdrawal of the Istiqlal party's ministers from the government, +Al Ahdath Al Maghribia+ ascribes this crisis to the head of government's refusal to yield to the Istiqlal party leader's request to reshuffle the government and to readjust the priorities listed in the government program.

However, the editorialist goes on, a government reshuffle seems to be Benkirane's destiny since the RNI, an opposition party approached to enter the government, will not accept less than a revision of the government line-up and an updating of priorities listed in the government program.
