Bureaucracy in Algeria - Care warns against the risk of a "social explosion"

Government projects are not being implemented especially the implementation of process of simplification of investment procedures initiated by the Ministry of Participations and Investment Promotion with the IFC - a subsidiary of the World Bank.

 The Circle of action and reflection on the company (Care) believes that de-bureaucratisation is the obvious means  of improving the competivity of the Algerian economy according to an article in the daily newspaper Liberte. The large numbers of people gather in the courthouse waiting for ordinary administrative measures is enough to prove that they are not engaged in worthwhile wealth creation . This was the subject at a breakfast debate on "improving the business climate with the component de-bureaucratization'" at the Algiers Hilton Hotel.

The meeting focused on the adverse effects of bureaucracy in the daily lives of Algerians and its debilitating results on the Algerian economy. One participant highlighted the danger of  a social explosion given the inefficiency of Algeria's bureaucracy and its negative effect on investment in Algeria. To start a business in Algeria can take between 6 weeks to 4 months the IFC notes. The investor has to provide up to 80 documents many of them have to be produced several times and anyone wishing to invest in the country has to engage in a burdensome obstacle course which actually dissuades investment. This has been the case for years. A new effort is underway to simplify the arrangements like so many before it but  they have all failed to achieve their objective. Despite the dawn of a new era of openess the signs are not hopeful.
