The minister was answering a question from a member of the Swiss Green Party (PES) on the working visit he made last week in Morocco, which was marked by the signing of a bilateral agreement on democratic transition and human rights.

He recalled that the Kingdom "had quickly supported" the initiative of Switzerland and Argentina in 2011 at the Council of Human Rights of the United Nations (HRC) for the creation of a mandate of the Special Rapporteur on the promotion of truth, justice, reparation, and guarantees of non-repetition of violations.

On the Sahara issue, Mr. Burkhalter said, Switzerland "remains convinced that only negotiations will lead to a just, lasting, and mutually acceptable solution to all parties."

He recalled that the Federal Council (government) supports the resolutions of the Security Council of the UN and the parameters they set out for the negotiations.

The Swiss government "encourages dialogue and mediation under the auspices of the Security Council of the United Nations," he noted.

He said that Swiss experts are part of the demining program of MINURSO.

The agreement signed on September 6 between Rabat and Bern, concerns issues related to transition to democracy, human rights, economic development, job creation, and migration.

During his visit to Morocco, Mr. Burkhalter met with several officials, including his counterpart Saad Dine El Otmani, the Head of Government, Abdelilah Benkirane and Interior Minister, Mohand Laenser.
