Algerian army shooting on Moroccans: FM summons Algerian ambassador for explanation

Rabat - Morocco's minister of Foreign Affairs and Cooperation Salaheddine Mezouar said he summoned Algeria's ambassador in Rabat to express the Kingdom's condemnation and request an explanation following Saturday's shooting by an Algerian soldier on a dozen Moroccan civilians at the Moroccan-Algerian border.

"We have summoned the ambassador of Algeria to Morocco to express our protest and indignation and request an explanation for this unfortunate act that targeted Moroccans civilians", Mezouar said at a joint press conference with Interior minister Mohamed Hassad, and Communications minister, government spokesman Mustapha El Khalfi.

He stressed that this is an act that violates "the fundamental principles of human rights and good neighbourliness (...) necessary to maintain favourable conditions, despite the tensions" between the two countries.

Following this unprecedented escalation, the government decided to firmly respond to this incident which contradicts the rules of international law and good neighbourliness which Morocco fully complies with.

The interior minister for his part said "shooting and seriously injuring a Moroccan civilian is a frivolous act", stressing the need to secure the borders.

"We must work together to secure the borders", Hassad said, recalling that over 30,000 psychotropic pills from Algeria were seized last week.

"It is necessary to explain this incident and make sure those responsible for it are brought to justice", he stressed, calling on the Algerian authorities to fully shoulder their responsibilities.

The minister added that the incident "is not the first", recalling that on February 17, 2014, shots targeted positions of the Moroccan border guards".

The interior minister warned against the consequences of such incidents, saying: "When we start shooting at people and border guards, it can lead to situations that we cannot control".

For his part, the government spokesperson said the Moroccan government expresses its "utmost indignation" and "deep concern" after an Algerian soldier fired Saturday on a dozen of Moroccan civilians at the Moroccan- Algerian borders.

On Saturday "at about noon at the border point of Oulad Slaleh, (30 km north east of Oujda), an Algerian soldier fired three times on Moroccan civilians and seriously injured one Moroccan citizen", he added

Elkhalfi said the government of Morocco has registered with utmost indignation and very deep concern the serious incident that occurred on Saturday October 18 at the Moroccan- Algerian border".

A person was severely wounded in the face, he indicated, noting that the 28-year old Razqallah Salhi was evacuated to the Al Farabi hospital in Oujda. Doctors at the Oujda hospital said he is in a "very critical condition", according to EL Khalfi.

"Morocco strongly protests against this direct and unacceptable offence of the Algerian army against the life of Moroccan civilian citizens and denounces this irresponsible act adding to other provocative acts recently registered at the borders", the minister pointed out.

Morocco condemns "this unjustified act which violates the basic rules of good neighbourliness and goes against the historical and brotherly ties between the two peoples".

The Moroccan government urged its Algerian pair to shoulder its responsibility as dictated by the international law and provide necessary explanations, he concluded.
