A strategic plan to transform Algiers into the "Pearl" of the Mediterranean by 2029

Algiers is a beautiful city, seen from the sea its white buildings rise up to the wooded areas of Hydra with its villas and the Medina could regain its charm and character after the events of 1992 .There are also many industrial and drab structures which need to go.

The rehabilitation strategy at the edge of 2029 the city of Algiers, which includes, among other things, the development plan for the Bay of Algiers, aims to transform the capital into a "Pearl of the Mediterranean",the Wali of Algiers, Mohamed El Kebir Addou  said on Wednesda, APS reports..

His strategy, endowed with an initial budget of 202 billion dinars, was presented at the launching ceremony for the cleanup of the Oued El Harrach. It falls under the development plan for the Bay of Algiers, and answers, for the first time, to "an overall vision for very long-term restructuring of  a gradual but sustainable city Algiers, "said Mr. Addou  on the sidelines of the ceremony.

The proposed restoration of the Oued El Harrach,  the starting point of the strategy which is centered around the development of the Bay of Algiers.

This project, whose completion is scheduled for December 2015, will be accompanied by other achievements particularly in the sectors of higher education (medical schools and law) and transport as the new Central Station intermodal near the Hamma future home of both houses of parliament, whose approval is expected in 2015.

Indeed, the master plan on the rehabilitation strategy of the city of Algiers, which extends from 2009 to 2029 is divided into four phases of five years each.

The first of these phases, 2009-2014, coincides with the celebration of the fiftieth year of independence.

It is mainly focused on reclaiming the waterfront of the capital with transactions, in particular on the rehabilitation of the historic center of Algiers,s the Casbah, the restoration of ecological balances, the redevelopment of neighborhoods located around large public facilities, the implementation of a plan of modern lighting and macro mesh of urban transit systems which Algiers lacks at the moment although the metro is now working.

Much needs to be done to enhance the environment in Algiers including the creation of more gardens and green spaces. The Pearl of the Mediterranean will have to rid itself of ugly post revolutionary buildings and oudate factories.

For the second stage (2015-2019), the major planned actions are intended to enable the capital to be able to host an international event of universal significance, according to a presentation by a part of the wilaya.

These actions will focus on and build a new deepwater port, the continued development of the Bay of Algiers, the recovery of land areas held by the industrial sector and their conversion into other vocations and urban development of cross-sectional areas of urban development.

Regarding the third phase (2020-2024), the continued development of the Bay of Algiers is the main axis of development.

As for the final stage (2025-2029), the plan adopted by the government aims to make the capital a "world city" with, among others, the completion of development works of the bay and extending the city to the east.

The various projects and operations included or to form part of this plan will be gradually introduced and accepted, that is to say as and when the completion of technical , financial and environmental  preparation, The e Wali of Algiers said.

Interviewed, also on the implantation operation of palms along the first ring of Algiers, Mr. Addou explained that this is a first phase of a larger program on the implantation of palm trees across the highway network of fast lanes Algiers.

This first phase involves, for now the main route linking the airport to Algiers Houari Boumediene International at the Palais des Nations with, the menu, from 1,500 palm trees in southern Algeria for 65,000 to 70,000 DA unit, he said.

This project, whose completion is scheduled for December 2015, will be accompanied by other achievements particularly in the sectors of higher education (medical schools and law) and transport as the new Central Station intermodal near the Hamma future home of both houses of parliament, whose approval is expected in 2015.

This large project is to be welcomed . There have been plans to restore Algiers to its former unspoilt  former
glory but no substantial progress has been made until now. With its narrow streets and overwhelming traffic pouring in all directions Algiers is certainly a challenge for this development plan.
