The parties have agreed "on a mixed political system in which the president will be elected by universal suffrage for a better balance of power, including at the heart of executive branch." there has been disagreement over the political system to be adopted with Ennhada favouring a  parliamentary system where the prime minister holds the executive power and the other parties including interim President Moncef Marzouki's CPR party favouring a mixed presidential system which keeps some powers in the president's hands.

The debate on which parliamentary system to follow had delayed the presentation of the draft constitution which will now be presented forapproval to the Constituent Assembly in November. Each article will be voted on between December and january.
