These cells have been able to send tens of recruits to Mali and Syria. Their transport is provided by networks of smugglers and drug traffickers very active in Morocco, according to the Algerian daily L’Expression

The  disruption during the Arab Spring was a breeding ground for the resurgence of terrorism.  The neutralizing of  the main branch of Al Qaeda has been equally important. The two events,gave rise to  the resurgence of subversive acts by  Islamist militias affiliated with Al Qaeda(AQIM) such as Mujao  in the Sahel  and Al Nusra the Middle East. Recruitment  cells emerged in Morocco, Tunisia, Libya and Algeria hitherto untouched by the destabilization plan, but also in Yemen, Egypt, Lebanon, Iraq and Syria.

These cells target recruits who  are selected from a youth steeped in jihadist thought, then transfer to the Sahel, Algeria and Syria in particular. Moroccan authorities said on the 25 December that they had smashed a new  recruitment cell  composed of six members, enabling the benefit of Al Qaeda in the Islamic Maghreb, in the region of Fez, only a month after announcing the dismantling of a network of young jihadists bound for the Sahel. According to an official from the Moroccan authorities, "the recruitment of young Moroccans impregnated  with jihadist thought is done in order to send them to the camps of Al Qaeda in the Islamic Maghreb in Algeria." It is stated in the same document that "among those arrested include a former detainee under the Terrorism Act, who was extradited to Algeria in 2005 after his attempt to join the GSPC camps."

In Morocco and Algeria  the article says that there have been recruitment cells since May of this year promoting extremist ideology, which accurately reflects the "salafist-Wahhabi," doctrine whose instigators are programmed to inculcate of their criminal ideology in the  young people of the Arab world, according to security sources. The recruitment of young people is as important in Tunisia given the high rate of b youth unemployment. Recruits were sent directly to Jendouba at Ouled Ibrahim in southern Tunisia to be trained.  They were supported by Libyans who then transfer them to Mali to strengthen the ranks of AQIM through the borders of Niger and Syria via Lebanon or Turkey.

In Morocco, as in Tunisia several cells have been dismantled. The situation in Algeria  which is the main base for AQIM which originated from the Algerian terrorist group the GSPC which gave its allegiance to Al Qaeda.Algeria  shares borders with these two countries, information on the emergence of  the criminal culture and brainwashing of Al Qaeda whether in the Maghreb or the Middle East, where  the level of support enjoyed by multiple networks is high.

These cells said to have sent tens of recruits in Mali but also in Syria. Their delivery, according to L’Expression’s sources is provided by a logistical network and drug traffickers which are very active in Morocco, according to L’Expression. If cells in Algeria  have trouble recruiting youths because of the long term security crackdown  the situation in Tunisia and Morocco which have never experienced armed gangs and insurgency such as has been the case in Algeria is different and unemployed youth are perhaps more susceptible to indoctrination.
 
Tunisian authorities recently announced the dismantling of a terrorist group linked to Al Qaeda in the Islamic Maghreb, which mission was to recruit and train new recruits to send them by a network of camps to Syria. Investigations by the Tunisian security forces, following the events of Kasserine led to the arrest of seven elements affiliated with Al Qaeda. For several weeks, Tunisia was the scene of violent clashes between security forces and armed groups in several regions of the country.
 
Algeria, can not remain indifferent to this context that threatens its borders, L’Expression says and is establishing a strategy for cooperation with Tunisia to strengthen the security at the border strip. In the opinion of many experts, the greatest threat comes from Tunisia, including Islamist groups, headed by Ennhada and Rachid Ghannouchi,  who, the article says, plan to establish an Islamic state. At least 60,000 followers of  Salafi thought form extremist groups including Ansar Al Sharia, Al Tahrir and Hizb El Islami, L''Expression says,however other sources have  put the number of salafists in Tunisia at 10,000.The unemployed however number 750,000 according to official sources. The fact remains tha Al Qaeda in the Islamic Maghreb is an Algerian organisation headed by an Algerian Emir Abdelmalek Droukdel, who has been condemned in absentia but remains at liberty despite the arrest or killing of a number of AQIM leading members recently by Algerian security forces.

The reemergence of AQIM and its allies in Mali and other areas of the Sahel has been a remarkably swift transformation.
