Sea freight: Algerian Private investors call for incentives
"Algerian businessmen have a strong desire to work for the development of this activity, but laws governing it are binding, preventing any move in this direction," Abdelhamid Bouarroudj, expert and former executive at the  state
owned CNAN Group said.

Regulations governing sea freight require the investor in the field to possess at least one vessel, a condition dubbed a "deterrent" by those concerned.

"Boats are too expensive for private operators. We need laws allowing investors to create consortiums, with other tax incentives to give a new impetus to the market," Bouarroudj said at a study day organized by the Business Leaders Forum (FCE).

The Algerian state owned CNAN Group is reported to be ready  to privatise its ferry business now gathered under the commercial banner CNAN Maghreb Line. Two companies are known to be interested: French airline Aigle Azur and Spanish ferry operator Acciona Trasmediterranea ,according to the industry website aferry.co.uk

CNAN Maghreb operates in direct competition with Algeria's leading ferry operator, ENTMV (Algérie Ferries), which runs five ferries between the same ports, including the recently-delivered 1,300-passenger capacity Tassili II and El Djazair II.
