National dialogue on civil society proposes national charter for participatory democracy

Rabat - The national committee in charge of the dialogue on civil society, which presented its general report on Friday in Rabat at its final session, recommended the adoption of a national charter of participatory democracy encompassing moral and political commitment according to a constitutional vision and giving concrete substance to what is internationally recognized.

This charter is considered to be a feasible innovation of a Moroccan model of participatory democracy with a dynamic system with achievable objectives on the basis of a constructive cooperation for a sustainable human development, a balance between a cultural system of reference, solidarity, cohesion and social voluntarism, according to the report.

This participatory democracy was developed through the historical evolution of the Moroccan nation and its authentic civilization on the back of national experiences (INDH and sectoral programs) and international modern ones of good governance and local democracy, the right to development and effective citizen participation, and through the strengthening of prerogatives of territorial actors in the field of local development.

The report of the Committee also recommends the operationalization of civic participation as stated in the Constitution through the setting up of operational legal basis of instruments relating to motions and petitions.
