Morocco's counter-terrorism approach is not only security-oriented, it also includes preventive measures, social and economic considerations as well as religious supervision, De Kerchove said in an interview with MAP.

The EU official pointed out to setting up of training programmes benefiting Imams as part of Morocco's comprehensive strategy in addition to the reforms brought about by a new constitution enshrining human rights.

De Kerchove also praised Morocco's experience in terms of preventing radicalisation which, he said, has a regional influence through training Imams from Sub-Saharan countries.

"Morocco plays a very important role in the fight against terrorism," he said. "Its competent security services have a profound knowledge of the region."

The EU Counter-terrorism Coordinator raised the meeting of the Working Group on Foreign Terrorist Fighters (FTF) held recently in Marrakech by the Global Counter-terrorism Forum under the co-chairmanship of Morocco and the Netherlands in implementation of the Hague-Marrakech Memorandum on Good Practices for a More Effective Response to the FTF Phenomenon.

The EU is willing to further strengthen cooperation with Morocco in the fights against terrorism in view of the challenges and threats to countries in the Mediterranean region. For that purpose, he said, Morocco and the EU "are negotiating a memorandum."

Countering terrorism requires stepping up the exchange of information notably in the face of the threats posed by foreign terrorist fighters who are mostly holding dual nationality, he said.

Morocco is actively contributing in meetings on foreign fighters in Syria and Iraq, he added.

As for Morocco's cooperation with the EU in the fight against terrorism, the EU official pointed out to the setting up by the Kingdom of a finance intelligence unit.

Morocco also takes part in Euromed Police and Euromed Justice programmes as well as in anti-drug and anti-terrorism initiatives led by the UN agencies.
