Morocco: House adopts draft law tightening counter-terrorism legislation

Rabat - The House of representatives adopted on Wednesday by the majority of votes an amendment to the penal law procedures related to the fight against terrorism.

The new provision incriminates joining terrorist groups, terrorism advocacy and incitation and undertaking trainings both in Morocco and overseas. 

Minister of justice and liberties, Mustapha Ramid, noted that joining terrorist groups camps and hot spots, known as the phenomenon of "foreign terrorist fighters" is a serious threat and danger for national and international security. 

The phenomenon of foreign terrorist fighters is a threat to the countries of origin, transit and destination as it contributes to spreading extremist ideologies that incite to violence and hatred, he explained. 

He went on that like many other countries, Morocco was not spared the plague which has been on the increase lately, leading to a considerable rise in the number of arraignment of persons trying to join or return to hot spots.

As many as 242 persons were presented to justice and as at last November 7, around 1,212, persons have traveled to hot spots. 

Ramid also explained that the UN Security Council resolution adopted last September included an important contribution by Morocco as it was largely inspired by the Hague-Marrakech memorandum on foreign combatants. 

Likewise, the international community unanimously condemned the phenomenon and urged States to take the needed measures to enforce efficient controls of borders, consolidate international cooperation mechanisms and forumate strategies to sue terrorists, he went on.
