The agreements were signed by the economy minister Mohammed Boussaid and Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn in the presence of national education minister Rachid Belmokhtar, chairman of MASEN board of director Mustapha Bakkoury and Ali Fassi Fihri, head of ONEE.

Boussaid said that the signed agreements will help Morocco in three areas of development mainly education reform, public administration reform through reforming the financial constitution and energy strategy, adding that EU's funding for Morocco exceeded 1.4 billion euros over 2007-2013.

The Education reform aims to support efforts in terms of schooling, mainly at the pre-school level, through teaching languages, sciences, technology, and math and promoting governance.

The public administration reform through reforming the financial constitution seeks to uphold the principles of transparency and performance. It is at the heart of the HAKAMA program.

As for the energy strategy, it is meant to achieve the national objectives of securing energy supply through the development of renewable energy to reach 42 of renewable energy-based capacity in 2020.
