However despite the lack of an action plan, the two sides have made considerable progress in establishing the joint committee and the advanced political cooperation in the field of security according to a report in the daily newspaper Au Fait. Mr Landaburu called for theMoroccan government to swiftly formulate the action plan to serve as a bench mark for future development.

 He cited the five agreements between Morocco and the European Union including an Association Agreement to eliminate trade barriers , leading to a Free Trade Agreement, an industrial agreement for settling trade disputes and negotiations on a new protocol  for the fishing agreement fishing. Eneko Landaburu said that both parties have a significant financial cooperation, and will continue with more specific objectives. He  also wanted to puruse broader discusions on the protection of European investments in Morocco.He recalled that the promotion of gender equality and rural development in the Al Hoceima region had been suppoted by the EU with donations  of 700 million dirhams.

The EU plans to sign three new programs that are being negotiated,  the Hakama (governance) programme and, support for forest policy and continued support for the second phase of the INDH.Mr Lanaburu was optimistic because of Morocc's political stability, democratic representationand active civil society. He announced that his successor as head of the EU diplomatic mission in Morocco will be Rupert Joy the former British ambassador to Uzbekistan and former British deputy head of mission at the British Embassy in Morocco.
