Maghreb-EU 5+5 summit in Malta 5 -6 October

The meeting of the 5+5 will review political and economic cooperation following regime changes in some North African countries. Security issues ,particularly illegal immigration will be highon the agenda.

The summit, is being attended by leaders from France, Italy, Malta, Portugal and Spain along with those from Algeria,Libya, Mauritania, Morocco and Tunisia. The last  5+ 5 summit was  in Tunis in 2003.

The forum has a "particular political significance" because "it is the only regional grouping which unites the members of the Arab Maghreb Union with their neighbours on the northern shore of the Mediterranean," a Maltese official told AFP.

Those attending this high level summit include French President Francois Hollande, Italy's Prime Minister Mario Monti, Spain's Prime Minister Mariano Rajoy and Portugal's Prime Minister Pedro Passos Coelho,European Commission President Jose Manuel Barroso with the commissioner for European Neighbourhood Policy, Stefan Fule.
 
The secretary-general of the Arab Maghreb Union, Habib Ben Yahia, and the Secretary General of the Union for the Mediterranean, Fathallah Sijilmassi, will be taking part as observers, the Maltese authorities said.Tunisian President Moncef Marzouki and Mauritanian President Mohamed Ould Abdel Aziz ,l Morocco's Prime Minister Abdelilah Benkirane, Algeria's Prime Minister Abdelmalek Sellal and Libyan President Mohamed al-Megaryef will also attend.

Much has changed since the first meeting in 2003 in Tunisia. Security issues, terrorism and illegal immigration will be discussed as well as opportunities for cooperation in fields such as renewable energy, the environment and education and economic cooperation. The political sphere, with Tunisia and Libya's continuing struggle to achieve democracy will also be an important part of the dialogue.
