Libyan deadline for Registration of Voters and Candidates Extended

The head of the High National Election Commission, HNEC, Nuri El Abbar, confirmed on Libya's Al-Ahrar TV, that the election commission has decided to extend the deadline for the registration of candidates to 15 May. He also confirmed that the June 19 targeted for election day stands.

The HNEC head went on to confirm that according to the latest figures collected Monday morning, over 500,000 Libyans had registered to vote. He anticipated that this figure would be much higher by the end of this week,the
Tripoli Post reported.

When pressed by the programme presenter, El Abbar confirmed that according to the last available 2006 Census and with the necessary projections made to that, the maximum theoretical voters in Libya is about 3.4 million people. When challenged to forecast the expected number of Libyans that would actually register to vote, Elabbar said that his estimation is about 2 million people.

Asked to name a reason for such a slow start to registration, Elabbar said that it was mostly, but not totally, due to the slow and low media coverage. He did not elaborate on the media plan, budget or strategy of the HNEC, nor did he explain to what extent it was culpable for this low and slow media coverage.

El Abbar also failed to elaborate on what urgent measures he was going to execute in the short period of time available to rectify this.

On why there has been such a short period for registration for both candidates and voters, El Abbar said that the HNEC ‘was tied by pre-imposed time limits. “We need a minimum amount of time between the various stages for practicalities such as checking, vetting, printing etc,” he said.

According to an AFP report, the deadline for the registration of canidates is 21 May.

The ruling National Transitional Council has pledged to hold elections for a 200-seat constituent assembly by June 19. A total of 120 seats in the assembly are reserved for independent candidates, while the remaining 80 are open to political parties.

When elected, the assembly will appoint a new prime minister and cabinet.

It will also appoint a committee of experts to write a draft constitution which will then be submitted to a national referendum.More than 1.5 million Libyans have registered to vote in the June elections for the General National Congress, El  Abbar told journalists in the capital.
