The reason for the clash was unclear. Scuffles took place in the hospital and a soldier threw a gealatina bomb into the courtyard. Hospital staff including foreign nationals were shocked that it was the army fighting amongst itself and the local security committee did not intervene as it had no jurisdiction over army personnel.

The LANA state news agency reported that  the joint chiefs of staff had appointed army officers to command two key islamic militias in the East of Libya according to AP. The problem of imposing discipline on heavily armed militias is one of the main challenges facing the new National  Congress Government which has yet to be finalised.
