Lundi 8 Octobre 2012

"The Tunisian Provisional Government should clarify its policy regarding the protection of human rights and clearly communicate the measures taken to this end in the population.”
Human Rights in Tunisian, blows and bluffs in profusion
“It should also recognize the vital role that public defenders play in human rights, especially in this transitional period and protect them effectively, in accordance with Article 12 of the Declaration on Human Rights Defenders Rights ". These preliminary recommendations as well as others who are also 19 in number, were made jointly by the United Nations Special Rapporteur on the situation of human rights and the Special Rapporteur of the African Commissionon Peoples' Human Rights following their visit to Tunisia from September 27 to October 5. Labour reporter will not be limited to this level. In fact, the final recommendations will be published in the reports of the two international bodies.

A year after the election of the National Constituent Assembly and almost two years after the revolution of January 14, 2011, Tunisia has long aspired to democracy, still groping in the way of human rights which is still strewn with obstacles. Actors of civil society, ordinary citizens, artists, writers, journalists ... unfortunately feel threatened because of the practices adopted by ideological extremists as well as the attitude of the Provisional Government, which has not put in place the necessary mechanisms to preserve Tunisian human rights. This finding was confirmed by the UN Special Rapporteurs on their visit to our country, where they spoke with the actors of civil society and human rights as well as journalists. Better yet, the UN expert remarks were not made due to direct meetings with civil society actors only. They moved in several areas to get an idea of the relevant measures taken by the provisional government to ensure better respect for human rights in the region.

Less visible security

And if several people interviewed by the UN spoke of a general improvement of the situation of human rights in comparison to the situation before the Revolution, "the security situation is less visible than before and level of safety of defenders has worsened in many places due to the exercise of their fundamental rights, including in urban areas of Tunis ".

To improve the situation, the reporter had recommended to the government to classify violations of human rights as a priority. "... Should ensure prompt and impartial investigations, and the perpetrators should be brought to justice in a prompt," experts advise the authorities in power.

This is not all. The issue of torture has been raised in the report of the experts. They consider that "in accordance with the recommendations of the Special Rapporteur of the UN on Torture following his visit to Tunisia last year, the Provisional Government should make serious efforts to eliminate torture during arrest, detention and prisons.

Negative balance

The balance of rights is not very positive, that is what has been demonstrated by the reporter who expressed regret over the activities of the Higher Committee on Human Rights and Fundamental Freedoms which can not be performed efficiently because the creation of the Ministry of Human Rights and Transitional Justice. Commenting on this matter specialists consider that "institutional responsibility for monitoring human rights should be within the scope of an independent government." "This institutional weakness generates a lack of credibility in the national system of protection of human rights, 'the reporter. Therefore, much remains to be done to ensure and protect human rights in Tunisia. They  are more than ever threatened by political wrangling and the religious and ideological extremists.
