House of Representatives Approves Three Bills Relating to State of Health Emergency

Rabat - The House of Representatives approved, on Thursday in a public session, three bills relating to the state of health emergency. According to a press release from the House of Representatives, they are Bill N° 23.20 approving Legislative Decree N° 2.20.292 enacting provisions relating to the state of health emergency and the procedures for declaring it, Bill N° 26.20 approving Legislative Decree N° 2.20.320 relating to exceeding the ceiling for external borrowing and Bill N° 27.20 promulgating specific provisions relating to the management of the activities of governance bodies of public limited companies and the procedures for holding their general assemblies during the state of health emergency.

The two bills N° 23.20 and 26.20 fall within the framework of article 81 of the Constitution, after the approval of these two decree-laws by the two competent committees at the House of Representatives and the House of Advisors and their publication in the Official Bulletin. Introducing Bill N° 23.20, Interior Minister Abdelouafi Laftit stressed that it is on the basis of Legislative Decree N° 2.20.292 enacting the provisions relating to the state of health emergency and measures of its declaration, that the state of health emergency was declared on the entire national territory until April 20, and extended until May 20 in order to guarantee an optimal implementation of the measures taken to protect people and stem the spread of the Covid-19 epidemic. For his part, Minister of Economy, Finance and Administration Reform Mohamed Benchaaboun noted that the procedures taken, within the framework of Legislative Decree No. 2.20.320 relating to exceeding the ceiling of external borrowing, fall within the framework of a series of urgent measures undertaken for the fight against the negative impacts of the coronavirus (Covid-19) on all the vital sectors of the national economy, adding that in spite of the current context, the Kingdom maintains the trust of international financial institutions, which allows it to receive an external investment with appropriate conditions. In addition, Bill N° 27.20 enacting special measures relating to the functioning of the administrative bodies of public limited companies and the procedures for holding their general assemblies, during the period of the state of health emergency, aims to complete measures taken by the State in favor of businesses, in particular through the adoption of flexible procedures for public and private establishments and businesses, in order to preserve the continuity of vital sectors.
