Glavan case : Morocco open on any Spanish proposal to prevent this criminal from going unpunished, justice minister

Rabat - Justice minister Mustapha Ramid affirmed that Morocco is open on any Spanish proposal concerning Daniel Galvan Fina, sentenced to 30 years in prison for raping Moroccan children and from whom the pardon was withdrawn.

Ramid told TV channel "2M" that his department started, upon the orders of HM the King, the necessary contacts with Spanish officials in the justice sector who expressed their readiness to collaborate with the Moroccan authorities in order to examine all possible scenarios of this case to ensure that the convict does not go unpunished and answer for his crimes.

He added that two officials from the justice ministry were tasked with examining with the Spanish party procedures to take against the Spanish criminal, who was arrested Monday in Murcia following an international warrant for arrest launched by Morocco.

The minister said that three scenarios are possible: the convict will be either extradited to serve the remaining of his sentence in Morocco, which contradicts the agreement between the two parties and under which any citizen of one of the countries can not be tried or serve his sentence in the other country.

The second is that the convict serve the remaining of the sentence in Spain and the third involves a new lawsuit in Spain based on evidences presented by Morocco.

He added that this case offered the ideal conditions to review the law governing the pardon procedure, and adopt well-defined criteria for granting pardon.
