French diplomat: Is Algeria coming to terms with AQIM?

French diplomacy is annoyed by the attitude 'lack of transparency' of the Algerian regime vis-à-vis the Islamist group AQIM,according to an article in Le Monde. it seems that Algeria may even favour coming to terms with AL Qaeda in the Islamic Maghreb (AQIM)with a non agression pact to protects its southern borders.

The article  in Le Monde quoted a French diplomat following investigations by the French Secret Service the DGSE which led to the discovery that two Frenchmen of Algerian origin had joined AQIM in Northern Mali,one of whom fought in Libya against Gaddafi. French diplomats are said to be complaining that Algeria is showing a lack of transparency on the issue and is reportedly refusing to cooperate on the issue. AQIM is an Algerian based terrorist organisation linked to Al Qaeda.

Le Monde reported that  the Algerian Department of Intelligence and Security Algeria (DRS),showed no inclination to cooperate with the Frenchsecret services on the matter. France is reportedly anxious to take action to obtain the release of its hostages and is reportedly ready to use its special forces against AQIM . Algeria is against the deployment of foreign forces in Northern Mali particularly the French and Mali has said the same thing.

 The US Africom's commander  General Carter F. Ham said that the United States preferred a political and diplomatic solution to the crisis in northern Mali. However the United States is unlikely to negotiate with Al Qaeda and its affiliates.

Whilst in Morocco  participating in the forum "Atlantic Dialogues' 28-30 September in Rabat with the US Assistant Secretary of State for Defence in charge of African Affairs J. Dory he said that the United States was against military intervention in northern Mali as it would only complicate matters.

"Any American intervention is not possible, even a humanitarian ... Currently, the deployment of military forces in northern Mali will only complicate the situation," he warned."Any military operation must be carried out under the command of Mali .... The key is to help the government in Bamako to restructure its military forces through training and equipment, "he affirmed.

The situation has worsened in Northern Mali and many speeches by heads of state at the UN General Assemby debate on Mali emphasised the urgency of the situation and the need  to act quickly against the build up of terrorist forces in northern Mali. President Francois Hollande particularly emphasised the need for  a speedy
intervention.
