Egypt's President Morsi increases powers and defies judiciary with new declaration

President Morsi issues new constitutional declaration appointing new prosecutor-general; protecting the Constituent Assembly and Shura Council from the threat of dissolution and calling for retrial of ex-regime figures, Al Ahram reports.

Fresh from his successful brokering of the Israeli Gaza ceasefire President Morsi has enacted a decree which increases his powers and makes his decisions unchallangeable.

Rioting is still  continuing on Cairo's Mohamed Mahmoud Street and the president has introduced measures to meet some of the protestors' demands.The decree also called for giving pensions to the families of the "martyrs of the 25 January Revolution" and increasing reparations to those injured.
 
He has appointed a new chief Prosecutor Judge Talaat Ibrahim Mohamed Abdullah, a former deputy head of Egypt's Court of Cassation, to the post of prosecutor-general , replacing Abdel Maguid Mahmoud who was an appointee of the Mubarak regime and had defied President Morsi and resisted the President'sattempt to replace him. The new chief prosecutor is charged with trying officials accused of  "terrorism" against Egyptian protesters.

The President has also protected the Constituent Assembly from dissolution by legal process so that it will be able to complete the drafting of the new constitution and he has also protected the Shura council, the upper house from  legal attempts to dissolve it. Mr Mursi's decisions "are final and cannot be contested" the decree says.Egyptian opposition leader Mohammed ElBaradei accused Mr Mursi of acting like a "new pharaoh" and placing himself above the law. However the President is trying to take control of Eygpt's chaotic political process and internal disruption.
