The cultural event will take place a few years after Tlemcen heldtural festivities in the Islamic framework as the capital of Arab Culture. That Constantine is to host a regional event is not due to chance.

The city is known for its scholars who have extensive knowledge of the precepts of Islam. It is also home to several universities and websites dedicated to higher education, including the Islamic sciences.  The new university city of Constantine opened during the academic year 2012-2013.

Extending over an area of 170 hectares, the new university city of Constantine, billed as the largest nationally and Africa, will also house a sports complex, a library with seating for 3,000 , a science park and four conference rooms . Among the multitude of structural projects registered in recent years for the wilaya of Constantine, in the context of various development programs, the Trans-Rhumel viaduct is undoubtedly the star. Reluctance gave way in Constantine to pride. Pride fueled by the prospect of seeing their children grow up in a city that will be enthroned without doubt as one of the most beautiful structures in the world. Constantine has also exploited its architectural and natural potential hosting the headquarters of the National Federation of Hotels and Tourism.Encouraging private investment in the hotel sector is among the objectives of employers.
