The Qatari Minister of Economy and Finance Mr. Hussein Kamal Youcef announced yesterday in Algiers that the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani will make an official visit to Algiers  during the first fortnight of December. The visit of the Emir of Qatar in Algiers will be accompanied by the signing of seven partnership agreements in the fields of energy, mining and industry, said the Qatari Minister at the opening session of the Algerian-Qatari bilateral commission, according to the Algerian daily El Moudjahid.
 
The Qatari Minister of Economy and Finance had said during his visit to Algiers in July that his country had established "many projects" for Investment in Algeria particularly in the automobile industry.
 
Following the signing of a Memorandum of Understanding for the creation of a steel complex in the industrial area of ​​Bellara (Jijel)  the Qatari Minister stated that "Qatar intends to build several projects in Algeria, especially in the field of automotive industry. " "We encourage the German Volkswagen in which Qatar owns shares to install a car factory in Algeria," the Qatari minister stated.
 
Mr. Kamal Youcef was also stressed during the visit  that Algeria and Qatar wanted to create a common fund for the realisation of joint projects abroad. "Given our experience in foreign investment, our Algerian brothers have expressed the desire to create a common fund with us for investment projects outside Qatar and Algeria", he said.
 
Prime Minister Abdelmalek Sellal received Mohamed Ben Salah El-Sada and Mr. Youcef Hussein Kamel, respectively Minister of Energy and Industry and Minister of Economy and Finance of the State of Qatar on a working visit to Algeria, yesterday according to a statement by the Prime Minister. The meeting enabled both sides "to consider the progress of ongoing cooperative projects and new investment opportunities," said the same source. The meeting was attended by the Minister of Energy and Mines Youcef Yousfi and the Minister of Industry, SMEs and Investment Promotion, Mr. Cherif Rahmani, said the same source.
 
Algeria and Qatar ratified yesterday in Algiers, an agreement on creating a joint venture that will build a steel complex in Bellara (Jijel) with a capacity of 5 million tonnes per year. The agreement was ratified at the meeting of the bilateral commission between Algeria and Qatar, in the presence of the Ministers of Industry, SMEs and Investment, Mr. Cherif Rahmani and Minister of Finance Karim Djoudi, and the Qatari Minister of Economy and Finance, Mr. Youcef Hussein Kamel. According to Rahmani, the project is expected to start in 2013, while the start of production is planned for 2017.

The project, which investment will rise in a first phase to $ 2 billion, will produce 2 million tons of steel per year from 2017 until nearly 5 million tonnes in its final phase, according data made by Mr. Rahmani. The future Bellara complex will create about 2,000 direct jobs. The plant will produce flat steel and special steels used to develop the rail industry including Algeria.
 
Algeria imports each year the equivalent of $ 10 billion of steel products representing 20% ​​of its total import bill, according to the Ministry of Industry.
