He clearly intended to hit where it hurts most: the bonuses, when bonuses  are there. In any case that is what  the minister in charge of General Affairs and Governance, Mohamed Najib Boulif promises.

He said in a statement on national radio that the decision was " part of rationalizing public expenditure according to specific criteria, based on productivity and merit."

The minister explained  that "measures taken by the State as part of the rationalisation of spending", saying the initiative "will allow the State Treasury to save nearly 5 billion dirhams this year, " MAP reported.

The government's decision is "clear" and reinforces its policy in this area especially since the increase in oil prices. It goes without saying that the PJD minister's statement is part of the controversy surrounding the "large bonuses" paid to certain officials. Some burning questions remain. How is this going to be applied? Does it concern the officials and start with public and semi-public or all staff?

Furthermore, would it not be useful to establish clear and objective criteria for assessing the productivity of employees and that these criteria be applied to all jurisdictions and public and semi-public with the understanding that the notion of productivity is almost nonexistent in the Moroccan administration?

Will he  flatten the entire system of governance and administration of public and semi-public bodies, which is based primarily on property relations, and substitute a rational system based on the power and the duty to be accountable?

It should be remembered in this case the request by the office of the Democratic Union of Finance (SNDF) affiliated with the FDT, the Minister of Economy and Finance to audit the account No. 04-22 under the General Treasury of the Kingdom for "investigating committees and privileges" which had received the current treasurer and his predecessor. He also called for activating the technical commission for the reform commission to establish a fair and transparent system based on objective criteria of competence and profitability.
